Dr. Foong (LinkedIn profile) was born and raised in Toronto. Before his medical career, he completed a Bachelor of Bioinformatics and Computational Biology at the University of Toronto and a Master of Health Informatics at the University of Waterloo. He also worked as a web developer at PointClickCare for one year before pursuing medicine. He attended medical school at University College Dublin and then completed a Family Medicine Residency at McMaster University. He has continued his education with the OCFP Leadership Academy taught in partnership with the Rotman School of Management.

He is a family physician in a group practice with the East GTA Family Health Team in Scarborough and a surgical assistant at Scarborough Health Network.

Dr. Foong is interested in applying technology to improve patient outcomes and optimize the efficiency of healthcare delivery.
​
He has created EMR automation software to optimize his clinical practice. He has presented this work at various venues, including the OntarioMD 2023 Digital Health Conference. He also created Wherecare to provide all physicians with an accessible space for an online presence.​
​
His clinical practice is optimized with several patient-facing clinical tools such as online appointment booking, automated appointment reminders, virtual care, secure messaging, and pre-appointment clinical questionnaires.
